ISA尚未签发任何允许在国际水域进行资源开采的合同，但专属经济区内已有两个开采许可证，它们分别是红海的Atlantis II Deep项目，以及Nautilus Minerals在巴布亚新几内亚的Solwara 1项目。 Besson称：“这两个项目出师不利，前景也不太光明。由于两家公司存在合同纠纷，红海项目自2013年以来持续受阻。而Nautilus Minerals则于2019年清算后被收购，许可证虽已转交给新实体，但相关活动一直缺乏透明度” 。

。当然，科学界正对此报以越来越多的关注，尤其是确保开采过程中存在一定的环境监测机制。值得一提的是，近期有一项研究统计了与海洋科学 [8
相关的科学出版物数量，研究结果发现，在中国、日本及韩国的大力推动下，相关科学出版物的数量正在加速上升。即便是儒勒·凡尔纳应该也想不到，他的《海底两万里》竟如此贴近现实···
